Tender Description
This tender issued by Lahore Electric Supply Company (LESCO) in Lahore invites bids for the repair of 40 units of 11-KV Bulk Metering Panels on an 'As Is Where Is' basis, including replacement of existing meters with new AMI Smart Energy Meters. The procurement falls under the Power, Electrical & Solar Equipment category and is planned for the financial year 2025-26.
The scope includes collection of repairable panels from LESCO Regional Store Shalamar Lahore, repair at the manufacturer's works, and return of repaired panels to the store. The panels must meet NTDC/WAPDA standard specifications, and prototype approval from Chief Engineer (S&S) NTDC Lahore is mandatory before mass production. The supplier is responsible for all testing charges and must submit prototype samples within 30 days of contract signing. Delays in prototype submission will incur liquidated damages. The contract price is fixed on FCS basis, inclusive of free pick and drop of panels, and excludes sales tax which must be quoted separately.
Bidders must be prequalified manufacturers registered with LESCO/DISCO/WAPDA under the relevant category and on the Active Taxpayers List of FBR. They must have at least two years of experience manufacturing similar metering and protection panels and provide evidence of past performance with at least two purchase orders and relevant GRNs. The bid validity is 75 days, and bids must be submitted electronically via EPADS v2.0 by April 16, 2026, 10:30 AM, with opening at 11:00 AM the same day.
PEC category compliance, FBR registration, and ATL status are mandatory. Performance security of 5% of contract value is required within 7 days of Letter of Intent. The contract includes a 12-month warranty period. Liquidated damages of 2% per month up to 10% of contract value apply for late delivery. Arbitration will be conducted in Lahore under Arbitration Act 1940. The contract is governed by the laws of Pakistan.
