Tender Description
This tender invites qualified contractors in Islamabad Capital Territory to supply, install, and commission a 30kWp rooftop on-grid solar PV system with net metering for the National Institute of Historical and Cultural Research (NIHCR) at Quaid-i-Azam University. The project falls under Power, Electrical & Solar Equipment and Construction & Civil Works Materials categories, reflecting the comprehensive nature of the installation and civil works involved.
The scope includes provision of Tier-1 monocrystalline solar panels, Huawei three-phase grid-tied inverters, HDPE and GI piping for cable protection, earthing systems, cable trays, AC and DC combiner boxes, zero export devices, and a lightning protection system. The installation site is the NIHCR campus in Islamabad, requiring careful engineering to ensure system efficiency and durability under local climatic conditions. The project also includes civil works such as foundation pads for mounting structures and electrical wiring conforming to IEC and local standards.
Bidders must hold a PEC license of C-6 or above with specialized solar codes EE04 and EE11, be registered with AEDB/PPIB under C1 category, and have valid SECP registration. Financial soundness is demonstrated through audit reports for the last three financial years and a minimum annual turnover as specified. The project requires compliance with FBR and ATL active taxpayer status for FY 2025-26. Technical bids will be evaluated on detailed datasheets, financial audits, turnover, and past experience, with a minimum qualifying score of 60 out of 100.
Submission deadline is set for 23rd April 2026 at 11:00 AM via the EPADS online portal, with bid opening at 12:30 PM the same day. Bidders must submit bid security as per the bidding documents and comply with all mandatory requirements. The physical address for correspondence is NIHCR, Quaid-i-Azam University, New Campus, Shahdrah Road, Islamabad.
Pro-Tip: Ensure your technical proposal includes detailed datasheets and compliance certificates for all major components, especially the solar panels and inverters, as these are critical for passing the technical evaluation. Also, verify your registration and tax status well in advance to avoid disqualification on administrative grounds.
