Tender Description
This tender invites qualified firms in Quetta to undertake the repair of damaged 100 KVA distribution transformers following WAPDA Specification DDS-84:2020. Issued by Quetta Electric Supply Company (QESCO), Material Management Directorate, it focuses on reclaiming transformers with healthy bodies and cores, excluding oil, for delivery to regional stores in Quetta and Sibi. The scope includes dismantling, testing, and repairing transformers with strict adherence to technical standards and inspection protocols.
The work involves handling transformers at the contractor's premises with comprehensive testing such as induced voltage, high voltage, vector group, dielectric strength, and copper and iron loss tests. The site location in Quetta presents logistical challenges including timely lifting and delivery within 45 days, and strict FIFO compliance. Contractors must provide testing facilities and bear costs for external lab tests if required. The contract demands firm pricing with no escalation except for government levies.
Bidders must be registered under category M-1 with any DISCO and active on the FBR Active Taxpayers List (ATL). PEC prequalification and compliance with PPRA rules are mandatory. Bid security of PKR 136,500 in the form of CDR or bank guarantee is required, valid for 120 days post tender opening. Performance security of 5% of contract value including GST is also mandatory. The tender validity is 120 days, and partial deliveries and payments are allowed.
Submission deadline is on the opening date, **19-02-2026 at 10:30 AM**, at QESCO Headquarter, Zarghoon Road, Quetta. Bids must be sealed and clearly marked with tender number and opening date/time. Late bids will be rejected. The opening will be public and bids must include all required documents including bid security, technical literature, and certificates.
Pro-Tip: Ensure your bid includes the correct bid security format and validity period, and double-check the compliance with ATL status and PEC category to avoid disqualification. Also, verify the newspaper advertisement for any specific stamp duty or procedural updates that are often overlooked.
