Tender Description
This tender invites bids for the supply of school uniforms to students under the jurisdiction of Regional Directorates of Special Education & Rehabilitation Centers in Sindh, including Karachi, Hyderabad, Mirpurkhas, Shaheed Benazirabad, Sukkur, and Larkana. The Department of Empowerment of Persons with Disabilities requires high-quality uniforms comprising trousers, shirts, ties, caps, belts, shoes, sports shoes, socks, sweaters, and scarves for both boys and girls. The fabrics specified include blended cotton-polyester and kati fabric with precise color requirements such as navy blue and royal blue. The delivery schedule is set for three months from the date of award, with quantities detailed per region and gender. The procurement process follows the Sindh Public Procurement Rules 2010, amended up to date, and mandates submission through the official SPPRA e-procurement portal. Bidders must be registered with relevant tax authorities and on the Active Taxpayers List (ATL).
The technical scope demands careful sizing and fitting, with suppliers responsible for professional measurement and replacement of any size discrepancies post-delivery. The uniforms must meet the quality standards outlined in the bidding documents, ensuring durability and comfort suitable for school environments. The procurement committee will evaluate technical bids on mandatory and evaluation criteria including firm experience, financial turnover, ISO certification, and work plan methodology. Financial bids will be opened only for technically qualified bidders.
Bidders should ensure compliance with PEC categories and maintain active FBR and Sindh Revenue Board registrations for the fiscal year 2025-26. The bid security is set at 5% of the bid amount, payable via pay order or bank guarantee, valid for 28 days beyond the 90-day bid validity period. Tender fees of PKR 5,000 per package are required. The submission deadline is strictly by 2:00 pm on 18 March 2026, with technical bids opening at 3:00 pm the same day at the Regional Directorate office in Karachi.
For submission, bidders must upload separate technical and financial proposals per package via the SPPRA portal. No amendments or late bids will be entertained. The physical address for correspondence is ST-31, Block-15, Gulistan-e-Johar, Karachi. Pro-Tip: Carefully review the newspaper advertisement for specific stamp duty and earnest money requirements, as these are commonly overlooked and can lead to bid rejection.
