Tender Description
This tender invites bids for the supply and installation of solar lights at the Green Line BRT Corridor stations in Karachi under the Sindh Mass Transit Authority (SMTA). The project involves manufacturing, supplying, and fixing solar lighting systems with specific technical specifications including 180W LED chips, 24Ah batteries, and 22W monocrystalline solar panels. The scope covers transportation, installation, and warranty services, ensuring the lights meet IP66 water resistance and provide 12 hours of lighting after 6-7 hours of solar charging. The delivery and installation will be carried out at multiple BRT stations across Karachi, with the Procuring Agency reserving the right to modify delivery locations within the project area.
Bidders must comply with PEC registration in category C4 or above, specialized codes EE-11(iii) & EE-11(vi), and demonstrate experience with at least three projects of similar nature valued at PKR 150 million each within the last five years. Financial stability is critical, requiring audited financial statements and income tax returns for the last five years. The tender mandates submission of technical and financial bids under a single stage two envelope procedure, with a bid security of PKR 4 million. The contract is fixed price with no price adjustment allowed. Performance security of 2% of contract value is required within 21 days of award.
Bidders should ensure active tax payer status with FBR and Sindh Revenue Board, and submit all mandatory documents including GST and NTN certificates. The contract includes a one-year warranty period starting from acceptance of installed items. Payments will be made in Pak Rupees with part payments allowed against partial deliveries, subject to minimum invoice amounts. The submission deadline is **May 28, 2026**, with bid opening and evaluation conducted at SMTA offices in Karachi. The physical submission of sealed bids is required alongside online submission via SPPRA EPADS.
Pro-Tip: Carefully review the technical evaluation criteria and ensure all mandatory documents and certifications are included to avoid disqualification. Pay special attention to the bid security and performance security requirements, as failure to comply will result in rejection. Also, verify the GST and tax documentation thoroughly as these are strictly enforced. Visit the site or request the list of BRT stations early to plan logistics and installation schedules effectively.
