Tender Description
This tender invites qualified contractors to supply and install a comprehensive solar power system at the National Institute of Health (NIH) Islamabad, covering the Allergy Center, Stable, and CMLT Boys Hostel. The project involves turnkey delivery of solar photovoltaic panels, grid-tied inverters, mounting structures, wiring, protection equipment, and net metering installation. The systems are designed for 60 KW, 10 KW, and 30 KW capacities respectively, with warranties of 20 years on solar panels and 5 years on allied equipment. The installation site is in Islamabad, requiring adherence to local climatic and structural conditions, including wind loading and temperature variations. The project demands precise engineering, including civil works for mounting structures and compliance with international standards for solar equipment and electrical safety.
Bidders must be registered with PEC in category C-4 or above and maintain active FBR registration with NTN and STRN. The tender requires submission of detailed technical proposals including system design, equipment specifications, warranty affidavits, and proof of prior experience with similar projects of 50 KW or above. Financial strength is assessed through audited statements and bank records showing a minimum turnover of PKR 25 million. Compliance with PPRA rules and submission on the EPADS portal alongside hard copies is mandatory. The contract includes a 12-month defect liability period and requires a 10% performance security deposit.
The submission deadline is set for 31st March 2026 at 11:00 AM, with bid opening at 11:30 AM on the same day at the NIH conference room. Bids must be sealed and addressed to the Director Purchase and Procurement, NIH, Chak Shahzad, Islamabad. Late or incomplete bids will be rejected. The tender emphasizes strict adherence to technical specifications and legal requirements including stamp duty and performance guarantees.
Pro-Tip: Ensure your bid includes all required affidavits and technical documentation, especially the warranty and blacklisting declarations, as missing these often leads to disqualification. Also, verify your EPADS registration and submit both online and hard copies to avoid rejection.
