Tender Description
This tender invites contractors registered with Pakistan Engineering Council (PEC) for the execution of special repair works at Flat No.D-4 located within the 132 KV Grid Station in Satellite Town, Rawalpindi. The Islamabad Electric Supply Company Limited (IESCO) requires comprehensive civil, plumbing, and electrical repair services to restore and upgrade the facility. The scope includes distempering, painting, fixing sanitary fittings, electrical wiring, installation of fans, geysers, laminated boards for cupboards and wardrobes, and replacement of aluminum windows. The works demand skilled workmanship and adherence to technical specifications to ensure durability and safety within the grid station environment.
The project site in Rawalpindi presents typical urban engineering challenges including working within an operational electrical substation area, requiring strict safety protocols and coordination with IESCO officials. Contractors must be prepared to manage logistics, material handling, and site safety while maintaining the quality standards specified in the contract documents. The tender emphasizes the use of approved materials and compliance with the detailed bill of quantities and technical provisions.
Bidders must hold a valid PEC registration renewed for the 2025-26 fiscal year with at least Category C-6 and specialization code CE-10. Firms should be active taxpayers with valid PRA and FBR registrations and demonstrate financial capability with a fresh bank balance of at least 50% of the estimated cost. Submission of performance and bid securities as per PPRA rules is mandatory. The tender process follows a single stage, single envelope bidding procedure under National Competitive Bidding (NCB) rules.
The submission deadline is set for 15th April 2026 at 11:00 AM, with bid opening scheduled the same day at 11:30 AM at the IESCO office located at Street No. 40, Sector G/7-4, Islamabad. Bidders must submit sealed bids accompanied by a non-refundable printing charge of Rs. 2000 and original bid security in the form of a pay order or Call Deposit Receipt (CDR) in favor of the Executive Engineer Civil Division IESCO. The tender documents and bidding data are available electronically on E-PADS and IESCO's official website.
Pro-Tip: Ensure all bid documents are complete and signed, and pay special attention to the additional call deposit requirements if bidding below 10% of the NIT amount. Missing this can lead to outright rejection. Also, verify the PEC category and PRA/FBR registrations carefully to avoid disqualification. Physical submission of original bid security before closing time is critical to avoid bid rejection.
