Tender Document
Tender Description
This tender invites contractors registered with the Pakistan Engineering Council (PEC) for the year 2025-26 to undertake smaller special repair works across various IESCO grid stations and colonies in Islamabad and surrounding areas. The scope includes maintenance and reconstruction of boundary walls, repair of residential quarters and bungalows, renovation of office spaces, and upgrading complaint offices. These works require expertise in civil construction materials such as concrete, bricks, steel reinforcement, and finishing materials, with projects located at critical infrastructure points like 132 KV grid stations in Pindi Point, Dina, Rajjar, Chakwal, and Rawalpindi.
Contractors must be PEC registered with at least Category C-6 and specialization code CE-10, ensuring they have the technical capacity to handle these civil works. The tender demands compliance with FBR and PRA active registration certificates, and bidders must provide a fresh bank balance statement covering up to 50% of the estimated cost. Performance certificates from similar government or semi-government projects are mandatory to demonstrate past successful completions. The bid security must be submitted as a Call Deposit Receipt (CDR) or pay order, with an earnest money deposit of 4% of the estimated cost.
Bidders should note the requirement for additional performance security if their bid is more than 10% below the NIT amount. All bids must be submitted electronically via E-PADS, with original bid security and printing charges submitted physically before the deadline. The tender opening will occur on the same day as submission, with strict adherence to PPRA rules and electronic bidding procedures.
The submission deadline is set for 20th January 2026, with bid opening at 11:30 AM at the office of the Executive Engineer Civil Division IESCO, Street No. 63, Sector G-8/1, Islamabad. Contractors are advised to prepare all mandatory documents carefully and ensure timely submission to avoid disqualification.
Pro-Tip: Make sure to verify the exact stamp duty and bid security requirements as stated in the newspaper advertisement, as these are often overlooked and can lead to bid rejection. Also, double-check the PEC category and specialization codes to ensure eligibility before investing in bid preparation.
