Tender Description
The Federal Board of Revenue (FBR) invites sealed bids from eligible and experienced institutions for the design, delivery, and certification of professional upskilling programs for Grade 17-18 officers. The programs will provide structured, modular, certification-based training in specialized subject areas essential for modern tax administration.
The services will be delivered over a period of three years targeting approximately 1,100 officers. The service provider will customize content, manage delivery and logistics, and award certifications. Each officer must complete two certifications during the contract period. The procurement follows the Public Procurement Rules, 2004, using a cost and quality based selection method.
