Tender Description
Sui Northern Gas Pipelines Limited (SNGPL) Lahore invites qualified firms for consultancy services focused on mitigating HVDC interference risks to its extensive transmission and distribution pipeline network. This tender targets firms capable of delivering expert data validation, modeling, and designing mitigation strategies for HVDC interference affecting pipelines near the CASA-1000 HVDC power project.
The scope includes assessing safe distances between HVDC lines and pipelines, verifying and collecting data, modeling interference effects, and proposing detailed mitigation strategies with BOQs. The pipelines involved are coated with three-layer polyethylene and protected by cathodic protection systems. The work requires advanced electromagnetic modeling software and adherence to international standards such as ASME, NACE (AMPP), and ASTM. The site is in Lahore, Punjab, with engineering challenges including layered soil resistivity and proximity to high-voltage DC lines.
Bidders must be legally incorporated entities with at least 10 years of experience in DC interference studies, hold NACE CP Level 4 certification, and demonstrate financial stability with audited statements. Local firms must be registered with the Pakistan Engineering Council. Compliance with FBR/ATL and PEC requirements for the 2025-26 fiscal year is essential. The tender demands submission of technical and financial proposals in sealed envelopes, with bid bonds and performance bonds as per SNGPL regulations.
The submission deadline is set for 26-03-2026 at 11:00 AM, with proposals to be delivered physically to the General Manager (Corrosion Control) at SNGPL's LDA Plaza office in Lahore. Technical bids will be evaluated first, followed by financial bids of qualified firms. The process includes strict adherence to HSE standards and confidentiality requirements.
Pro-Tip: Ensure your bid includes all required certifications and client satisfaction certificates from similar projects, and double-check the bid bond validity and submission format to avoid disqualification. Also, carefully review the tender document for any amendments or clarifications issued before the closing date.
