Tender Description
The Procuring Agency invites proposals for conducting an impact assessment of the Education Management Organization (EMO) reform in Sindh, evaluating its effects on school governance, quality of education, student performance, and cost-effectiveness compared to traditional public and selected private schools. The assignment includes data collection, stakeholder consultations, financial and operational sustainability analysis, and development of transaction advisory documents for future PPP projects. The consultancy will be executed in three phases: impact assessment and transaction preparation, bid management, and transaction negotiation and closure, with a total duration of 12 months.
The scope covers detailed quantitative and qualitative analysis, including field visits, surveys, policy recommendations, and preparation of bidding documents. The consultant will also assist in marketing, bid evaluation, contract negotiations, and financial closure, ensuring compliance with Sindh Public Procurement Rules and PPP Act 2010. The assignment aims to provide evidence-based recommendations for the continuation, modification, or discontinuation of the EMO reform and to strengthen the PPP Node's capacity for future projects.
