Tender Description
The National University of Modern Languages Islamabad is procuring a comprehensive Access Control and Verification System on a turnkey basis for its Main Campus. This procurement is aimed at enhancing security and access management through modern technology and infrastructure. The department requires supply, installation, testing, and commissioning of the system including hardware and software components.

The technical scope covers heavy-duty stainless steel turnstiles supporting high throughput, advanced AI facial recognition devices with multi-factor authentication, high-quality RFID card printing and supply, robust network infrastructure with managed switches and fiber optic cabling, uninterrupted power supply units, and protective enviro housings. Civil works include fencing, fabrication of sheds, safety grills, and power distribution boards. The system will be integrated with existing university software platforms for centralized monitoring and management.
Eligibility criteria require firms to have at least 2 years of relevant experience, valid NTN/STN, professional tax and ATL registration, and technical support staff. OEM/MAL certificates for key items are mandatory. Earnest money of Rs. 750,000 and a non-refundable tender fee of Rs. 15,000 must accompany bids. Bidders must visit the site before quoting and may be asked to demonstrate equipment on a no-cost basis.
The submission deadline is **4th August 2026 at 1100 Hrs**. Bids must be submitted electronically via EPADS and a sealed envelope delivered to the Director Administration, Jinnah Block, NUML. Late submissions or bids sent by fax/email will not be accepted. The contract includes a 1-year warranty with 10% retention as security. Penalties apply for delayed completion beyond 90 days.
