Tender Description
The Communication & Works Department Khyber Pakhtunkhwa invites electronic bids from eligible firms and contractors for construction works of access roads to new potential tourist sites at Malakand Division, specifically in Dir Lower. The procurement follows the Single Stage Two Envelope procedure through the E-Pak Acquisition and Disposal System (EPADS).

- Package I: Construction of Sia to Haider Kandaw Road PK-15 (05 KM)
- Oskai Barcharai Road (04 KM)
- Maina Sir Bala to Dasht-e-Laila Road (4 KM)
- Package II: Asso Road 04 KM
- Manai Jakar Baba Road (03 KM)
- Bagh to Narai Kandaw Road (4 KM)
- Ziam Asman Shan Khushal Patae Top Road (5 KM)
The works involve road construction at multiple locations within the Malakand Division, requiring PEC category C-2 and above. The estimated cost for Package I is Rs. 10,459,550/- and for Package II Rs. 14,790,750/-. Tender entry fees and bid securities are applicable as per the rules. Bidders must submit bids electronically via the EPADS portal and comply with all KPPRA procurement rules. Valid NTN/GST certificates and FBR tax registration are mandatory. A pre-bid meeting is scheduled for 11-09-2026. Technical bids will be opened on 18-09-2026 at 01:00 hours, followed by financial bids opening after technical approval.
Bidders should ensure submission of complete bid security in the form of CDR and must be registered with the Khyber Pakhtunkhwa Revenue Authority. The bid documents can be obtained on submission of a written application with required documents and a non-refundable fee of Rs. 6000/-. Bidders with a history of blacklisting will not be considered. The venue for bid opening is the office of the Executive Engineer C&W Highway Division Dir Lower. Funds release depends on provincial government policy.
