Tender Description
The Communication & Works Department Khyber Pakhtunkhwa invites electronic bids from eligible firms for important road upgradation works in Swat at Matta, specifically targeting new potential tourist sites in Malakand Division. The tender covers multiple packages of road construction and upgradation to improve connectivity and support tourism development.

- Shahi Bagh Utrore Road Upgradation (9.5 Km) PACKAGE-3 RD 6+500 to 9+500
- Construction of Ko Shinkoo Dara Road (7 Km) PACKAGE-1 RD 0+000 to 2+500

These works involve significant civil construction and road infrastructure improvements over several kilometers, requiring firms with PEC category C-4 and above. Bid security amounts range from Rs. 2,791,200 to Rs. 3,993,000 depending on the package. The project timeline is as per work order.
Bidders must submit their bids electronically via the E-Pak Acquisition & Disposal System (EPADS) following the KPPRA Procurement Rules 2014 amended to date. Technical proposals must be uploaded in the required format available on www.cwd.gkp.pk. Failure to upload complete technical proposals will result in disqualification. Bid security details must be submitted electronically with the bid.
All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority under the Finance Act, 2013. Financial bids of technically responsive bidders will be opened publicly after technical evaluation approval.
The last date and time for bid submission is **22.09.2026 at 12:00 PM**, with technical proposals opening at 12:30 PM the same day. Financial bids will be opened within 14 days after technical bid approval. Bids will be opened at the Office of the Executive Engineer C&W Division No. II Swat at Matta.
