Animal Blood Testing and Laboratory Services for Horses and Laboratory Animals at NIH Islamabad

This tender invites qualified veterinary and diagnostic laboratories in Islamabad to provide specialized animal blood testing and laboratory services for horses and laboratory animals under the Veterinary & Farm Management Services (VFMS) of the National Institute of Health (NIH). The scope includes both in-house routine and emergency testing at the VFMS stable section and specialized external diagnostic testing for equine diseases using advanced methods such as ELISA and PCR. The work involves establishing and managing laboratory facilities at the NIH stable section with 24/7 availability for routine blood profiles, liver and renal function tests, parasite examinations, and serum electrolyte analysis. Specialized testing for a wide range of viral, bacterial, parasitic, protozoal, and fungal diseases will be conducted externally by the hired laboratory. The laboratory must ensure strict adherence to veterinary diagnostic standards, maintain biosecurity, and provide timely, accurate reports with expert consultation when needed. Bidders must be registered veterinary or diagnostic laboratories with relevant certifications and demonstrate government sector experience. The tender requires compliance with PEC categories, valid FBR/ATL status, and submission of tax and solvency documents for the financial year 2024-25 or 2023-24. Earnest money of PKR 100,000 and a 5% security deposit on the contract value are mandatory. The contract duration is two years, extendable based on performance.
