Tender Description

The Multan Electric Power Company (MEPCO) is inviting bids for the annual contract for recycling of HT/LT mixed damaged winding copper scrap into new enameled copper wire 1.1 mm (100KVA) in Multan, Punjab. This procurement is for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Items being procured: - HT/LT mixed damaged winding copper scrap for recycling into new enameled copper wire 1.1 mm (100KVA) with a quantity of 28,410 Kg The contract requires supplying the requisite material as per WAPDA/NTDC specifications BS-4516: Part-I 1969 (amended to date). The contract will remain in force for one year from the date of issuance of the purchase order and may be extended for up to six months upon mutual consent. The supply locations include MEPCO regional stores at Multan, Vehari, Bahawalpur, and D.G. Khan. The price quoted must be fixed, inclusive of all taxes, duties, 0.5% inspection charges, and GST, on a free delivery basis at consignee stores. Eligibility criteria include valid PEC registration, FBR/ATL registration, compliance with WAPDA/PEPCO procurement guidelines, and satisfactory past performance with MEPCO or DISCOs. Bidders must submit a bid security and performance guarantee as per the tender requirements. The bid validity period is 90 days, and bids must be submitted online via EPADS v2.0 by August 7, 2026, 10:45 AM. Manual submissions will not be accepted. Technical scope covers the recycling process of damaged copper winding scrap into new enameled copper wire meeting the specified standards. Inspection will be conducted at the supplier's premises and at MEPCO stores by authorized representatives. Delivery must be completed within the stipulated period, with liquidated damages applicable for delays.
