Tender Description
State Life Insurance Corporation of Pakistan (SLICP) invites electronic bids for the Annual Maintenance Contract (AMC) for operation and maintenance of electrical substation networks installed at State Life Buildings located in Rawalpindi, Islamabad, and Gujrat. This contract covers comprehensive electrical operation and maintenance services at multiple State Life buildings including SLB No.1, 5, 7, 8, 9 and SLIC Tower. Items being procured:
- Electrical Supervisor (Diploma of Associate Engineer, minimum 5 years experience) 4 Nos.
- Electricians (Matriculation/Middle with Wireman license, 7 years experience) 6 Nos.
- Assistant Electricians (Middle, basic electrical knowledge, 4 years experience) 4 Nos.
- CCTV Operators 3 Nos.
The scope includes daily visual inspections of electrical installations, substation equipment monitoring, immediate remedial actions on abnormal readings, attending tenant complaints, preventive maintenance, operation of DG sets during power failure, cleaning of electrical installations, coordination with IESCO/GEPCO and other government agencies, and maintaining detailed registers and reports. Monthly, quarterly, and yearly maintenance services are specified, including servicing and overhauling of HT/LT panels, transformers, diesel generators, oil testing, insulation resistance measurements, and coordination for power shutdowns.
Emergency call services require attendance within 2 hours of complaint receipt with strict penalties for delays. The contractor must maintain proper uniforms, photo ID cards, and ensure courteous and professional conduct of all staff. The contract period is one year with no extension. Eligibility criteria include PEC registration C5 or above, valid NTN and Sales Tax registration, minimum 5 years relevant experience, and active tax payer status. Bidders must submit bid security of Rs. 400,000/- and comply with all post-qualification requirements including financial stability and experience certificates.
Bids must be submitted electronically via e-PADS portal by 21-08-2026 at 11:00 am. Manual bids will not be accepted. Technical and financial bids will be opened on the same day at 11:30 am. The contract will be awarded on Single Stage Two Envelope basis. The contractor will be responsible for all statutory compliances, insurance, and indemnity against damages or injuries. Payment will be made monthly after verification of satisfactory services. The contract includes detailed terms and conditions, scope of work, and performance evaluation criteria.
