Tender Description

The Public Health Engineering Division Abbottabad, Government of Khyber Pakhtunkhwa, is procuring annual maintenance and repair services for electrical and mechanical works of completed water supply schemes in Abbottabad for the financial year 2026-27. This tender covers multiple works including electrical and mechanical maintenance, transformer and voltage regulator repairs, and civil works across various sub-divisions of Abbottabad. The scope includes maintenance of water supply schemes PK-42, PK-43, PK-44, PK-45, and specific sub-division schemes, ensuring operational efficiency and reliability. Eligible bidders must be registered with the Pakistan Engineering Council (PEC) holding category C-6 or above with relevant specialization codes such as CE-09, CE-10, EE-4, EE-05, EE-11, ME-05(i), ME-06(vi), and ME-07. Additionally, bidders must have active registration with the Khyber Pakhtunkhwa Revenue Authority and Federal Board of Revenue (FBR). Electric License (Class-E) issued by the Electric Inspector of Khyber Pakhtunkhwa valid for the year 2026-27 is mandatory for electrical works. Workshop or warehouse ownership certificates and performance certificates duly signed by the Executive Engineer and Sub Divisional Officer must be attached with the tender documents. The tender follows a single stage two envelope procedure through the e-PADs system. The last date and time for submission of bids is 15th July 2026 at 12:00 noon, with bid opening scheduled for 12:30 pm the same day. Tender form fees and bid security in the form of CDR must be submitted physically before the deadline. Bidders should ensure their technical and financial bids are uploaded correctly on the e-PADs portal and comply with all requirements to avoid disqualification. A practical tip for bidders is to carefully review the required PEC categories and ensure all supporting documents, including electric licenses and performance certificates, are complete and properly attested. This will help avoid common pitfalls such as non-responsiveness due to incomplete documentation or incorrect bid security submission. Timely submission and adherence to the single stage two envelope procedure are critical for success in this tender.
