Appointment of Chartered Accountant/Audit Firm for Annual Accounts Audit of PSQCA for FY 2024-25 & 2025-26

Pakistan Standards and Quality Control Authority (PSQCA), an autonomous body under the Ministry of Science & Technology, Government of Pakistan, invites reputable Chartered Accountant/Audit Firms to submit their Technical and Financial Proposals for the audit and certification of annual accounts of PSQCA Head Office, Regional Offices, Laboratories, and subordinate formations for the Financial Years 2024-25 and 2025-26. The audit assignment covers preparation and certification of financial statements, accounting records, internal controls, receipts, expenditures, procurement processes, and compliance with applicable Government rules and regulations. The audit activities will be conducted at PSQCA Head Office Karachi and relevant Regional Offices and Laboratories as required. Items being procured: - Audit of Accounts of PSQCA Head Office for FY 2024-25 & 2025-26 - Audit of Regional Offices for FY 2024-25 & 2025-26 - Audit of QCC Laboratories for FY 2024-25 & 2025-26 - Audit of Components/Sub-Components Centres for FY 2024-25 & 2025-26 The scope includes comprehensive audit services ensuring adherence to financial and regulatory standards. Interested firms must have valid QCR Rating/Certification from the Institute of Chartered Accountants of Pakistan (ICAP), demonstrate strong professional standing in public sector audits, and provide evidence of registration with Income Tax and Sales Tax authorities along with Active Taxpayer List (ATL) status. Firms must submit sealed Technical and Financial Proposals separately in a single stage two envelope procedure. Bid Security equivalent to 3% of the total bid value is mandatory. Key dates and submission address are to be confirmed; however, proposals must be delivered to Abdul Waheed Jalbani, Deputy Director (F), Pakistan Standards and Quality Control Authority (PSQCA), Head Office Karachi. Bids will be opened in the presence of bidders or their authorized representatives. The audit contract duration is 45 days from issuance of engagement letter.
