Appointment of External Auditors for Financial Years 2026-27 and 2027-28

The National Database & Registration Authority (NADRA) Islamabad invites bids for the appointment of External Auditors for the Financial Years 2026-27 and 2027-28. This procurement is managed by the Procurement Department at NADRA Headquarters, located in the State Bank of Pakistan Building, Shahrah-e-Jamhuriat, G-5/2, Islamabad. Items being procured: - Appointment of External Auditors for Financial Year 2026-27 - Appointment of External Auditors for Financial Year 2027-28 The scope includes statutory audit of NADRA's accounts by one or more auditors who are Chartered Accountants registered under the Chartered Accountants Ordinance, 1961. Auditors must have valid registration with Income Tax and Sales Tax authorities and be listed on the Active Taxpayers List (ATL) of the FBR. The audit fee is on a lump sum basis inclusive of all out-of-pocket expenses and applicable taxes. Bidders must meet the mandatory criteria of being a Chartered Accountant firm in category 'A' as per the list maintained by the State Bank of Pakistan. The audit is required to be completed within 60 working days from the issuance date of the Purchase Order. Bidding documents with detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/opportunities/federal/procurements/138111. Bidders must register on EPADS v2.0 to participate. The electronic bids must be submitted via EPADS on or before 19th October 2026 at 11:00 am. Manual bids will not be accepted. Electronic bids will be opened on the same day at 11:30 am. The hard copy of the Bid Security in original must be submitted on or before 19th October 2026 at 11:00 am, otherwise the electronic bid will be rejected. NADRA reserves the right to reject all bids as per Rule 33 of PPRA 2004. Procuring agency will not be responsible for any technical issues related to EPADS; bidders are solely responsible for timely submission. A practical tip for bidders: Ensure your firm's registration and tax status are fully compliant and up to date on the ATL before submitting your bid, as this is a mandatory eligibility criterion. Also, register early on EPADS to avoid last-minute technical issues.
