Appointment and Prequalification of Advertising Agencies for House Building Finance Company Limited

House Building Finance Company Limited (HBFC) invites Expressions of Interest (EOI) for the appointment and prequalification of advertising agencies to promote its corporate image, products, and other advertising needs. The procurement is based in Karachi and aims to engage agencies with a comprehensive advertising setup including Client Service, Media, Creative, and Art Departments with in-house production facilities. Agencies must have at least ten years of experience in handling multi-channel marketing for their clients. Items being procured: - Appointment and prequalification of advertising agencies The EOI documents will be evaluated under Rule 36 (a) of Public Procurement Rules-2004 using the Single Stage-One Envelope Procedure. Detailed BOQ, Scope of Work, and Eligibility Criteria can be downloaded free of cost from the HBFC website www.hbfc.com.pk and are also available on the PPRA website www.ppra.org.pk. Eligible agencies must be enlisted or accredited with the Press Information Department (PID), All Pakistan Newspapers Society (APNS), and Pakistan Broadcasters Association (PBA). They must also be on the Active Taxpayers List of FBR. Applications should include creative/artwork concepts, copies, sketches, preliminary designs, storyboards, and scripts as per EOI requirements. Profiles of interested agencies must be submitted at HBFC HOK on or before 28 September 2026 at 11:00 am. Selection will follow guidelines and procedures of the Advertising Policy issued by PID. HBFC reserves the right to accept or reject any or all expressions of interest in accordance with Public Procurement Rules (PPR-2004).
