Architectural and Engineering Services for Residential and Non-Residential Buildings in IESCO Region

Islamabad Electric Supply Company (IESCO) invites qualified Architectural Firms, Consultants, Engineers, Joint Ventures, Partners, and Consortiums to submit proposals for Architectural and Engineering services for residential and non-residential buildings within the IESCO region. The procurement is managed by the Project Manager / XEN Civil Division of IESCO Islamabad. Items being procured: - Architectural and Engineering services for residential buildings - Architectural and Engineering services for non-residential buildings The scope includes providing comprehensive architectural design and related engineering consultancy services. Eligible firms must have a minimum of five years of demonstrable experience in architectural design and related services. Valid registration certificates from the Pakistan Council of Architects and Town Planners (PCATP) and/or Pakistan Engineering Council (PEC) are mandatory. Firms must also be registered with NTN, GST, PST, SECP, and Income Tax Department with active taxpayer status. In case of Joint Ventures or Consortiums, a legally executed agreement must be uploaded with the e-bid. Firms/JV partners/consortiums must demonstrate positive net worth, and any pending litigation or arbitration should not exceed 50% of the net worth. Only e-bids are accepted through the E-Pan Acquisition & Disposal System (E-PADS) portal online. A complete set of RFP/Bidding documents can be downloaded from the E-PADS portal. The bidding process follows a single stage, two envelope procedure with separate Technical and Financial proposals. A bid security of Rs. Two Lacs (200000/-) in favor of Executive Engineer Civil Division IESCO Islamabad is required, valid for 28 days beyond bid validity. The bid security must be submitted in original sealed envelope on bid opening date and a scanned copy attached to the technical proposal on E-PADS. Technical and Financial proposals must be submitted by 11:00 AM on 27-08-2026. Technical proposals will be opened the same day at 11:30 AM, while financial proposals will remain unopened until technical evaluation is complete. Manual or conditional bids will not be accepted. IESCO reserves the right to accept or reject any proposal as per PPRA Rules 33(1). A practical tip for bidders: Ensure all mandatory documents, including JV agreements and bid security instruments, are properly uploaded and submitted on the E-PADS portal before the deadline to avoid disqualification. Bids are to be submitted electronically via the E-PADS portal only.
