AUCTION: Collection Rights of Cattle Mandi, Cantonment Board Bahawalpur for Three Years

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Bahawalpur Cantonment Board (CBB) invites electronic bids through the E-Pak Acquisition & Disposal System (EPADS) Version 2.0 for the auction/disposal of collection rights of the Cattle Mandi under the Cantonment Board Bahawalpur for a period of three (03) years from 26-10-2026 to 25-10-2029. Items being auctioned: - Collection Rights of Cattle Mandi, Cantonment Board Bahawalpur The auction is governed by applicable laws including SRO No. 527(I)/85 dated 14-05-1985, PPRA Rules 2004, and Government/ML&C regulations. Bidders must register on EPADS Version 2.0 and submit bids electronically; manual or hardcopy bids are not accepted. The contract period is three years with a 10% annual compound increase after the first and second years. Eligibility requires registration with the Federal Board of Revenue (FBR), appearance on the Active Taxpayer List (ATL), and registration on EPADS. Bid security of 4.3% of the reserve price (Rs. 15,050,000) must be submitted in the form of Pay Order, Bank Draft, or CDR in favor of the Cantonment Executive Officer Bahawalpur Cantt Board by 23-10-2026 before office closing hours. The auction will remain open until 26th October 2026 at 2:00 PM with bid evaluation online at 3:30 PM. Successful bidders must deposit 1/6th of the annual auction amount immediately after bid closure. The contract agreement must be executed within 7 days of approval. The contractor is responsible for sanitation, lighting, water, electricity, and cleanliness of the Cattle Mandi. Bidders should note that failure to deposit monthly installments on time may lead to contract termination. The contractor is entitled to charge a 4% sales commission on every sold animal. The Cattle Mandi operates on Tuesdays and Wednesdays weekly. All applicable taxes and government charges will be deducted as per prevailing rules. For best results, bidders should ensure timely registration on EPADS and prepare all bid security documents in advance to avoid disqualification due to procedural delays.
