AUCTION: Lease of Rights to Collect Excise Duty on Specified Minerals in Sindh

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Mines Labour Welfare Organization Sindh, Government of Sindh, invites interested parties to participate in an open public auction for the lease of rights to collect excise duty on specified minerals under the Excise Duty on Minerals (Labour Welfare) Act, 1967 and associated rules for the fiscal year 2026-27. The auction will be held on 15th October, 2026 at 12:00 P.M. at the Office of Commissioner, Mines Labour Welfare Sindh, located at 8th Floor, State Life Building No. 11, Opposite Zainab Market, Abdullah Haroon Road, Karachi. The auction is subject to conditions ensuring that minerals and areas under ban or restriction by any court or competent authority are excluded. Items/Lots involved in the auction include the lease rights for excise duty collection in the following districts/areas with their respective reserved bid prices: - Jamshoro, Hyderabad & Dadu: Rs. 8,10,00,000 - Karachi: Rs. 4,28,75,000 - Khairpur District: Rs. 3,06,000 - Sukkur District: Rs. 3,50,00,000 - Thatta District: Rs. 6,10,00,000 Participants must submit earnest money equal to 5% of the reserved bid price via Bank Draft Pay Order in favor of the Commissioner, MLW Sindh. Required documents include two attested copies of CNIC, attested copies of Memorandum of Articles of Association and Registered Partnership Deed for companies/partnerships, income tax certificates for the last three years with National Tax Number and SRB registration, latest two years bank statements, and any other certificates as per terms and conditions. The complete auction terms and contract can be purchased from the office on payment of Rs. 2000. The deadline for document submission is 12th October, 2026 during office hours. The contract will commence from the award date. Previous bidders from the postponed auction dated 16-02-26 who did not receive their earnest money are eligible to participate. The auction committee reserves the right to accept, reject, or withhold any offers without assigning reasons. Taxes and duties applicable must be paid by the successful bidder. In case of auction delay or non-materialization for certain regions, daily offers may be submitted in writing. Bidders are advised to carefully review the terms and conditions and ensure timely submission of all required documents and earnest money to avoid disqualification. Attending the auction venue punctually on the specified date is crucial for participation.
