Tender Description
Sealed Technical and Financial Proposals are invited by the Directorate General Immigration & Passports Islamabad for the procurement of automated security documents verification systems, video spectral comparator, and compatible allied forensic equipment for the forensic section at DGIP. This tender is open to NTN/GST registered firms in accordance with the Tender Document and Detailed Technical Specifications available from the Logistics Section of DGIP Room No. 207 upon formal request and payment of Rs.5,000/- non-refundable fee via Bank Draft or Pay Order in favor of Director General I&P.

- Automated Security documents verification systems (Qty: 08)
- Complete solution of video spectral comparator machine for forensic analysis along with ID/Passport document and Database software (Qty: 01)
- Portable handheld digital security document verification tablets (Qty: 02)
- Ultra-high Resolution Security Documents Imaging System (Qty: 01)
- Digital Microscope (Compatible with Video Spectral Comparator) (Qty: 01)
The technical scope includes supply and installation of advanced forensic equipment to enhance document verification capabilities. Quantities may be increased or decreased as per requirement. The successful bidders must demonstrate capability to deliver the equipment within 16 to 20 weeks after contract signing. All taxes will be charged as per government rules.
Eligibility criteria require NTN/GST registration and submission of a tender security amounting to Rs.8,992,000/- (Lot 1 - 8,925,000 and Lot 2 - 67,000) in the form of Pay Order, Demand Draft, or Bank Guarantee in favor of DGIP. The tender follows a single stage two envelope procedure under PPRA rules, with technical and financial proposals submitted separately but combined in one envelope.
The deadline for proposal submission is 14-09-2026 by 03:00 PM, with technical proposals opening at 03:30 PM in the conference room of DGIP. Only technically qualified companies will have their financial proposals opened subsequently. Incomplete or without bid security proposals will not be entertained.
A practical tip for bidders is to ensure the tender number 01/02/26/Forensic/DGIP is clearly marked on both technical and financial envelopes to avoid disqualification. Early submission is advised to avoid last-minute issues.
