Tender Description
This tender invites bids for the procurement of aviation assemblies at Pakistan Aeronautical Complex (PAC), Kamra, Punjab. The Ministry of Defence requires a comprehensive supply of various aircraft components including navigation lights, anti-collision lights, hoses, buckles, gaskets, flex controls, brake assemblies, fuel pumps, and other critical aviation parts. The scope covers factory-new items with OEM packaging suitable for transportation by road, sea, or air. The delivery site is PAC Kamra, a key defense production facility in Attock district.
The procurement involves specialized aviation components that demand strict adherence to technical specifications and quality standards. Bidders must provide detailed technical literature and brochures for evaluation. The engineering challenge lies in ensuring compatibility and interchangeability of parts with existing aircraft systems, maintaining aviation safety standards, and meeting delivery within three months post-contract signing. Quality inspection will be conducted by PAC's AMF Quality Control Department, and supplied stores must include certificates of conformance, preservation records, and warranty documentation.
Bidders should hold valid PEC registration and be on the FBR Active Taxpayer List (ATL) for the fiscal year 2025-26. Compliance with PAC's procurement procedures, including submission of a 10% Performance Bank Guarantee and adherence to warranty terms, is mandatory. The tender fee of PKR 200 and bid security of 5% of the quoted price (not exceeding PKR 0.2 million) must be submitted as per instructions. OEM certificates and agency agreements are required to validate authenticity.
The submission deadline is set for 10:30 AM on 3rd March 2026, with technical bids opening at 11:00 AM the same day. Bids must be delivered in sealed envelopes to the Directorate of Central Procurement, PAC Kamra. Late submissions will not be entertained. The physical address for submission is Directorate of Central Procurement, Pakistan Aeronautical Complex, Kamra, District Attock, Punjab.
Pro-Tip: Ensure your bid includes all required documents such as OEM certificates, original quotations from foreign principals, and a properly filled Form PACB-002A & 002B. Missing or incomplete documentation is a common cause for disqualification. Also, double-check the bid security format and validity period to avoid rejection on technical grounds.
