Beautification Works of Muzaffarabad City

The Development Authority Muzaffarabad (DAM) invites sealed bids from eligible contractors registered with the Pakistan Engineering Council (PEC) in the appropriate categories and relevant fields of specialization for important beautification works in Muzaffarabad city. The procurement will be conducted through the Single Stage Two Envelope (SSTE) procedure in accordance with the AJK Public Procurement Rules, 2017, as amended, and applicable PEC Guidelines. Items being procured: - Beautification of Muzaffarabad City with an estimated cost of Rs. 309.427 Million - Beautification, Development of Parks, and Green Areas in Muzaffarabad City with an estimated cost of Rs. 329.229 Million These works require contractors with PEC registration in categories C-3 & Above; BC02, CE01, CE09, CE10, CE11(i), EE04. Bidders must submit bid security in the form of Call Deposit Receipt (CDR) or an unconditional bank guarantee issued by a Scheduled Bank in Pakistan, with amounts of Rs. 6 Million and Rs. 6.5 Million respectively for the two lots. A complete set of bidding documents can be obtained from the office of the Employer starting 3 November 2026 upon submission of a written application and payment of a non-refundable fee of Rs. 5,000. Authorized representatives must provide a notarized authority letter to collect documents on behalf of bidders. A Pre-Bid meeting will be held on 10 November 2026 at 11:00 a.m. at the Employer's office. Bids must be submitted in separate sealed envelopes marked TECHNICAL PROPOSAL and FINANCIAL PROPOSAL, enclosed in a single sealed package, and must reach the Employer's office by 12:00 noon on 17 November 2026. Technical bids will be opened at 12:30 p.m. on the same day in the presence of bidders or their authorized representatives. Financial proposals will remain unopened until the prescribed procedure is followed. Contractors currently blacklisted or debarred are not eligible. All bidders must furnish an affidavit declaring no blacklisting or conflict of interest. The Employer reserves the right to reject bids as per Rule 33 of AJK Public Procurement Rules, 2017. Bidders are advised to carefully prepare their bids in strict accordance with the instructions to bidders, especially clauses IB.8, IB.14, and IB.15, to avoid being declared non-responsive. Ensure timely submission and proper bid security to avoid disqualification.
