Tender Description
The Pakistan Railways, through its Director Procurement at the Carriage Factory in Islamabad, is procuring Bogie Frame Machined and Painted Traction Center, Journal Box Assembly, Damper Kit, Side Bearer Pad and Pivot Assembly on FOB basis. This procurement is specifically for the re-commissioning of 5 accidental Diesel Electric Locomotives (GEU-40) and requires the supply of high-quality bogie parts suitable for operation on Pakistan Railways' existing 1676 mm track gauge infrastructure. The technical scope includes machined and painted bogie frames, traction centers, axle box assembly kits, damper kits, side bearer pads, and pivot assemblies. The parts must conform to stringent technical specifications including welding quality as per AWSD 1.1/EN 15085 or equivalent UIC/AAR standards, and be capable of safe operation up to 120 KMPH with a riding index not exceeding 3.0 on well-maintained tracks. The supplier must provide certification of steel quality and fatigue test reports, and ensure compatibility with existing track conditions and vibration stresses. Eligibility criteria require bidders to be OEMs or authorized suppliers with proven experience in manufacturing bogie parts for broad gauge DE locomotives, with a minimum technical score of 75% in evaluation. Bidders must be registered with FBR and comply with all legal and technical requirements. The tender follows a single stage two envelope bidding procedure with bids to be submitted electronically via EPADS and original bid security physically at the Director Procurement office in Islamabad. The closing date for submission is **02 June 2026** by 11:00 hrs, with bid opening at 11:30 hrs the same day. Bidders are advised to carefully prepare their technical and financial bids in accordance with the detailed instructions and to ensure timely submission of all required documents including bid security, manufacturer authorization, and warranty certificates. A practical tip for bidders is to ensure that freight charges are certified by Pakistan National Shipping Corporation (PNSC) as per tender requirements to avoid disqualification or delays. This tender represents a significant opportunity for qualified manufacturers and suppliers to contribute to the modernization and safety of Pakistan Railways' locomotive fleet.
