Tender Description
This tender invites qualified firms to supply British Specification 1474 tread plates to the Directorate of Procurement (Navy) in Islamabad. The procurement focuses on 71 units of metal floor plates measuring 3600mm by 910mm with a base thickness of 6.4mm and cross-sectional thickness of 8.8mm. These plates must meet the British standard with material grade 6082 and heat treatment condition T6, featuring an embossed pattern height of 2.4mm ± 0.5mm. The supply is critical for naval infrastructure requiring durable, high-quality metal plates suitable for heavy-duty flooring applications within naval facilities.
The procurement process follows a single stage-two envelopes bidding procedure under PPRA Rule 36(b). Firms must submit technical and commercial offers separately in sealed envelopes. The technical offer should include detailed specifications, compliance documents, and OEM certifications without pricing. The commercial offer must clearly state prices, taxes, duties, and other charges. Delivery is expected within six months on a FOR basis. The Directorate emphasizes strict adherence to tender instructions, including submission of DP-1, DP-2, and DP-3 forms, along with earnest money in the form of a Call Deposit Receipt (CDR).
Bidders must be registered with DGDP or willing to register and must be on the Active Taxpayers List (ATL) of FBR. Compliance with PEC categories and FBR requirements for the fiscal year 2025-26 is mandatory. Firms should ensure all registration certificates, NTN, and sales tax documents accompany their bids. The tender validity period is 120 days from the commercial offer opening date or until 30th June, whichever is later.
The submission deadline is set for 21st April 2026 at 10:30 AM, with technical bids opening at 11:00 AM on the same day. Offers must be delivered physically to the Directorate of Procurement (Navy), Naval Residential Complex, E-8, Islamabad, through Bahria Gate near SNIDS Centre. Late submissions will be rejected outright. Only authorized representatives may attend the bid opening.
