Business Compliance Plate and Management Information System

The Federal Board of Revenue (FBR) Islamabad is procuring a comprehensive Business Compliance Plate and Management Information System (MIS) to enhance secure verification and compliance monitoring of registered businesses across Pakistan. This procurement is under the Revenue Division, Government of Pakistan, and aims to establish a secure physical-digital verification mechanism to prevent counterfeiting and unauthorized use of compliance plates. Items being procured: - Secure Business Compliance Plates (tentative 3 million plates over 12 months, with delivery capacity of 500,000 plates per month) - Centralized Management Information System for serialization, issuance, activation, tracking, cancellation, and lifecycle management of compliance plates The plates will be manufactured using high-durability materials such as polycarbonate, acrylic, Teslin/PVC or equivalent, with dimensions approximately 6 inches by 12 inches and thickness of at least 6 mm. Each plate will incorporate overt and covert anti-counterfeit security features and tamper-evident characteristics. The MIS will provide real-time monitoring, audit trails, and secure QR code generation linked uniquely to each plate. The technical scope includes secure design, manufacturing under controlled conditions, secure personalization with unique QR codes, and a robust MIS for lifecycle management. Operational acceptance tests will be conducted to ensure compliance with all technical and security requirements. Eligibility criteria require valid NTN and STRN with active tax status, submission of bid security, income tax returns for the last three financial years, and compliance with blacklisting undertakings. Applicants must demonstrate relevant experience in secure printing or security products, technical compliance, and capacity to produce 500,000 plates monthly.
