Tender Description
The National Institutes of Health (NIH) Islamabad is procuring Cell Culture Rabies Vaccine Ready to Fill Bulk (VEROCELL) for human use prepared as per WHO recommendations (WHO TRS 941) under tender reference P56912. This procurement is planned for the financial year 2026-27 and invites bids from eligible suppliers through the EPADS v2.0 platform.
Items being procured:
- Inactivated, Purified and stabilized Cell Culture Rabies Vaccine Ready to Fill Bulk (VEROCELL) for human use
- Quantity: 600,000 doses
- Delivery schedule: Six equal shipments of 90,000 doses approximately every 120 days
The vaccine must be prepared according to WHO/V&B/02.08/March 2002 guidelines and comply with WHO TRS 941 requirements. The supplier must maintain the cold chain temperature from manufacturer's site to NIH Islamabad, provide cold chain monitors/indicators and shipment temperature records including data loggers. Clinical study, dose administration, stability data, and production and QC testing data of three consecutive batches must be submitted. Detailed batch production records (BPR), certificate of analysis, and QC testing protocols are required as per Pakistan Drug Rules. The final product must be registered in the country of origin and fulfill Pakistan's NCL (B) import and registration requirements. A 10ml pre-shipment sample designated for NIH Pakistan is mandatory. The remaining expiry period at delivery should be more than 65% of original expiry. The container/bottle must be properly sealed with full labeling and compatible with existing filling apparatus. Additionally, 50 vials for in-house standard calibrated against WHO reference must be provided for NIH QC testing.
Eligibility criteria include manufacturer authorization, WHO GMP certification, product registration, clinical and stability study reports, batch manufacturing records, QC testing protocols, cold chain validation, technology transfer plan, training plan, delivery schedule, solvency certificate, and acceptance of tender conditions. Bidders must be registered with FBR and have NTN and GST numbers.
The tender follows a Least Cost Based Selection (LCBS) method with a bid validity of 210 days. Bids must be submitted online via EPADS v2.0 by July 28, 2026, 11:00 AM, with bid opening at 11:30 AM the same day. Hard copies of bid security must be submitted physically to NIH Islamabad before the deadline. Manual bid submissions are not accepted.
