Development of Centralized Digital Data Management System for Pakistan Tobacco Board

The Pakistan Tobacco Board Ministry of National Food Security & Research in Peshawar is procuring a comprehensive IT solution for the development of a centralized digital data management system. This system aims to replace the current manual and fragmented processes for crop, procurement, cess, and stakeholder data collection with a real-time, integrated digital platform. The scope includes design, development, deployment, testing, training, and maintenance of mobile and web applications for various user roles such as purchasers, cess contractors, GLTs, and cigarette manufacturers, along with an administrative data entry module and an AI-powered executive dashboard for analytics and reporting. The technical scope covers multiple Android and IOS applications integrated with a centralized database, enabling detailed reporting of grower-wise procurement, cess collection, manufacturing operations, and export data. The administrative module will manage stakeholder records, agreements, crop declarations, HR data, and monthly cess collections. The executive dashboard will provide real-time operational visibility, trend analysis, and exception alerts to enhance transparency and decision-making. Eligible bidders must have valid Income Tax, Sales Tax, and Professional Tax registrations, be active taxpayers, and possess at least seven years of relevant experience with a minimum of five supply orders since 2017. The firm should have at least four offices across Pakistan and must not be blacklisted. Technical bids must include detailed specifications, financial statements, and affidavits. The bid security should be 2% of the estimated cost in the form of a Demand Draft or CDR. Submission is electronic via e-PADS in two parts: technical and financial proposals.
