Certification Based Upskilling Programs for Grade 19 Officers of Federal Board of Revenue

The Federal Board of Revenue (FBR) invites bids for the design, development, delivery, administration, and certification of executive-level residential certification programs exclusively for BPS-19 officers of the Inland Revenue Service (IRS) and Pakistan Customs Service (PCS) in Islamabad. This procurement aims to enhance the executive leadership, strategic management, and technical competencies of approximately 500 officers over a three-year period. The successful bidder will deliver at least four distinct certification programs tailored to the responsibilities of BPS-19 officers, covering areas such as executive leadership, tax administration, customs modernization, international taxation, litigation strategy, public policy, organizational change management, digital transformation, and data analytics. Items being procured: - Design of at least four distinct certification programs including curriculum, learning outcomes, teaching plans, assessment frameworks, and examination blueprints - Delivery of certification programs through multiple residential cohorts with in-person instructor-led training - Residential accommodation, meals, refreshments, and local transportation for participants - Learning resources including manuals, digital materials, case studies, and participant support - Faculty deployment of qualified experts with relevant academic and practical experience - Comprehensive assessment system including continuous evaluation and mandatory final examinations with retake policies - Program management, monitoring, reporting, and record keeping The scope includes curriculum development, faculty deployment, in-person delivery, residential accommodation, meals, learning resources, participant support, assessments, mandatory final examinations, certification, and reporting. The successful bidder must ensure compliance with FBR's requirements, maintain confidentiality, and provide a complete integrated solution. Eligibility requires registration with FBR, valid NTN and tax compliance, accreditation by the Higher Education Commission of Pakistan, and demonstrated experience in executive education. Bids must be submitted electronically via EPADS v2.0 by 21 September 2026 at 11:00 AM. A pre-bid meeting will be held on 7 September 2026 at 11:30 AM in Islamabad with virtual participation option. Bid security is required in the form of a Bid Securing Declaration. The procurement will follow a Single Stage Two Envelope procedure with Quality and Cost Based Selection (QCBS). The contract includes a probation period of three months and a performance guarantee of 3% of the contract price. Payments will be linked to deliverables and invoices. The successful bidder will be selected based on technical and financial evaluation with a minimum technical score of 70%. The contract duration is three years with possible extension. Bidders are advised to carefully review the detailed bidding documents available on EPADS and FBR websites. Manual bids will not be accepted. The Procuring Agency reserves the right to accept or reject any or all bids.
