Certification Based Upskilling Programs for Grade 19 Officers of FBR

The Federal Board of Revenue (FBR) invites sealed bids from eligible and experienced institutions for the design, delivery, and certification of professional upskilling programs for approximately 500 Grade 19 officers over a period of three years. The programs are certification-based and modular, focusing on specialized subject areas essential for modern tax administration. The service provider will be responsible for designing, customizing, and scheduling content to meet FBR's requirements, managing delivery and logistics, and awarding certifications. Each officer must complete one certification during the contract period. Officers may select courses from a pre-approved framework, with final exams conducted in-person under strict grading protocols. Items being procured: - Design, delivery, and certification of professional upskilling programs for Grade 19 officers Eligible bidders must be training and educational institutions with demonstrated experience in technical and professional education/training at national or international levels. Bidders should have proven capacity in instructional design, adult learning methodology, faculty deployment, and examination administration. Only institutions registered on E-PADS and compliant with tax regulations (valid Income Tax and Sales Tax registrations with active ATL status) are eligible. The procurement follows a Single Stage Two Envelope bidding procedure using Cost and Quality Based Selection (CQBS) in line with Public Procurement Rules, 2004. Bids must be supported by a Bid-Securing Declaration Form. E-Bidding documents are available on the E-Pak Acquisition & Disposal System (EPADS) at www.eprocure.gov.pk. A pre-bid meeting will be held on 7th September 2026 at 11:30 AM in room 358, 3rd Floor, FBR (HQ), Islamabad. Bidders may join virtually via Zoom. Bids must be submitted through EPADS on or before 11:00 AM on 21st September 2026. Technical bids will be opened the same day at 11:30 AM.
