Tender Description
The Ministry of Planning, Development & Special Initiatives Islamabad invites bids for the establishment of the China-Pakistan Joint Research Centre (CPJRC) on Earth Sciences at Quaid-i-Azam University Islamabad. This project involves a comprehensive Engineering, Procurement, and Construction (EPC) turnkey contract covering R&D and laboratory buildings, an Innovation & Facilitation Block, external development, and all associated utilities on the university campus in Islamabad.
The technical scope includes architectural and structural engineering, mechanical, electrical, and plumbing (MEP) systems, specialized laboratory systems such as HVAC, gases, and fume hoods, ICT infrastructure, Building Management System (BMS), and external works. The contractor will be responsible for the entire project lifecycle from design to handover, including integration of equipment provided by Chinese partners (CAS/CIDCA).
Eligible bidders must be State-Owned Entities or joint ventures legally registered in Pakistan with valid PEC registration in Category C-A for Construction and Operation of Engineering Works. Bidders must also be on the Active Taxpayer List of the Federal Board of Revenue and provincial revenue authorities. The bid security required is PKR 1469.568 Million in the form of a bank guarantee or call deposit receipt. The bid documents can be purchased upon payment of a non-refundable fee of PKR 25,000.
Bids must be submitted in sealed envelopes to the Project Director, China-Pakistan Joint Research Centre on Earth Sciences, Quaid-i-Azam University Islamabad by the specified closing date. The bid opening will take place at 1200 hours on the same day at the same venue. Bidders are advised to carefully prepare their technical and financial bids in accordance with the instructions and submit all required documents including bid security and technical proposals.
A practical tip for bidders is to ensure thorough site visits and detailed understanding of the technical specifications and contract conditions to avoid non-compliance. Early preparation of the bid security and ensuring PEC and FBR registrations are current will facilitate smooth bid submission.
