Tender Description
This tender invites suppliers and contractors registered with PPRA and active on the FBR's Active Taxpayers List to submit electronic bids for the procurement of civil and electrical items required annually at the Engineering Store of the State Bank of Pakistan, Banking Services Corporation Islamabad. The procurement covers a wide range of construction and electrical materials including paints, brushes, nails, locks, ceiling tiles, wooden battens, lamination sheets, plumbing fixtures, fire fighting pipes, electrical cables, LED lighting, and other related items. The delivery period is set at 30 days from the date of contract commencement, with all goods to be delivered to the specified site in Islamabad.
The technical specifications require manufacturers' local warranty claimable through authorized service centers or distributors. Bidders must submit technical brochures for approval prior to supply. The procurement follows a single stage two envelope procedure conducted through the e-Pak Acquisition and Disposal System (EPADS). Bids must be accompanied by a bid security of Rs. 40,000 in the form of Demand Draft, Pay Order, CDR, or Bank Guarantee in favor of SBP BSC Islamabad. Original bid security must be submitted before the bid closing time, failing which bids will be rejected.
Bidders should ensure compliance with PEC category requirements and maintain active registration with FBR for the financial year 2025-26. The bid validity period is 180 days. The contract includes a warranty/defect liability period of 180 days, with a performance security of 5% of the contract price. Payment terms include 95% payment on delivery and 5% after warranty expiry. Liquidated damages for delay are set at 0.1% per day of undelivered goods value, capped at the performance security amount.
The submission deadline is on the 27th of January 2026 at 3:00 PM, with bid opening at 3:30 PM on the same day at the office of the PA to Chief Manager, 1st Floor, SBP BSC G-5/2 Islamabad. Bidders must submit bids electronically via EPADS; manual bids will not be accepted.
