Tender Description
The Trading Corporation of Pakistan (Pvt) Limited, Karachi, a state-owned commercial organization under the Ministry of Commerce, Government of Pakistan, invites bids from banks for commodity operations financing (COF) for Sugar, Wheat, Urea, Cotton, and Rice for the quarter October-December 2026. The financing is to be provided against guarantees by the Government of Pakistan through a Cash Credit Limit approved by the Ministry of Finance and allocated by the State Bank of Pakistan. The tender process is conducted via the e-Pak Acquisition & Disposal System (EPADS) on a Single-Stage Single-Envelope basis.

The tender amount for COF is Rs. 506.600 Billion. The financing banks must quote the lowest markup under COF for the commodities listed. The tender forbids consortium or joint venture participation. The three months KIBOR as of 30th September 2026 will be used for markup calculations. Conditional or slab markup rates will not be accepted; only one discounted/lowest quoted rate per bank will be considered. The facility is fully settled any time after 31st December 2026, with pricing adjustments applicable for early settlement. Islamic banks will follow Shariah principles as agreed in respective agreements.
Banks must settle requested amounts promptly after acceptance of the quarterly term sheet and issuance of SBP allocation. Any delay beyond the next working day will result in the disbursing bank bearing the financial cost difference. TCP reserves the right to reject bids as per PPRA rules and may reduce financing amounts without claim. No fees, taxes, or charges will be borne by TCP. Bids must be valid until 31st December 2026.
Bids are also invited for LC commission not exceeding 0.01% exclusive of tax on opened/established LC amounts. Banks must sign and stamp the tender notice as unconditional acceptance and provide contact details of senior officers dealing with TCP.
The closing date for submission is 28th September 2026 by 1100 hours. Bids will be opened the same day at 1130 hours in the Board Room of TCP, FTC Building, Block-B, 4th Floor, Shahrah-e-Faisal, Karachi. A practical tip for bidders: Ensure timely registration on EPADS and prepare your bid with the exact markup rate as no conditional or slab rates will be accepted. Late or incomplete submissions may be rejected, so adhere strictly to the deadline and submission instructions.
