Establishment and Operation of a State-of-the-Art Community Center in Sector G-13/4 Islamabad

The Federal Government Employees Housing Authority (FGEHA) invites qualified private-sector operators to submit proposals for the establishment and operation of a state-of-the-art Community Center located in Sector G-13/4, Islamabad. This project is offered on a Design, Finance, Build, Operate, Maintain and Transfer (DFBOMT) basis with a gross revenue-sharing concession model. The concession period is twenty years, extendable once for up to ten years at FGEHA's discretion.\n\nItems being procured:\n- Design, construction and equipping of a community center on approximately 6,825 square yards\n- Multipurpose/banquet hall with seating and service facilities\n- Fitness club and at least five distinct indoor sports or fitness activities with equipment\n- Accommodation/guest rooms with accessible provisions\n- Conference and meeting rooms with audiovisual facilities\n- Cultural and educational flexible activity areas\n- Restaurant, kitchen, stores, and hygiene-compliant food service facilities\n- Administration, reception, staff offices, security and maintenance support areas\n- Public support facilities including prayer room, first-aid, accessible toilets, baby-care and drinking water points\n- Parking, accessible spaces, drop-off, loading and emergency vehicle access\n- Fire detection/suppression, emergency power/lighting, CCTV, access control, drainage, and resilience features\n\nThe successful bidder will be responsible for architectural, structural, electrical, mechanical, plumbing, landscape, fire and life-safety, accessibility and environmental designs; financing the project; appointing PEC-registered contractors; procuring furniture, sports and fitness equipment, kitchen and hospitality equipment, ICT systems including access control and CCTV; obtaining all permits and licenses; recruiting and managing operational, technical, hospitality, security, finance and IT staff; operating and maintaining the facility; collecting membership, booking and service charges; and sharing a minimum of 10% of gross revenue with FGEHA.\n\nEligibility requires a single legal entity registered in Pakistan with at least three years of continuous experience operating public-use facilities, a minimum average annual turnover of PKR 50 million, positive net worth, liquid funds or committed financing, and a PEC-registered contractor appointment within 45 days of award. The procurement will be conducted through a Single Stage - Two Envelope Procedure via the EPADS platform.\n\nThe bid security is PKR 2,000,000 and performance security is PKR 10,000,000. The pre-bid meeting and site visit are scheduled for 31st August 2026. Proposals must be submitted electronically via EPADS by 16th September 2026 at 12:00 PM. Technical proposals will be opened the same day at 12:30 PM.
