Tender Description
This tender invites qualified HR consulting firms to provide expert consultancy services for developing a comprehensive Compensation & Benefits Framework for the Pakistan Digital Authority (PDA) based in Islamabad. The assignment falls under the Consultancy category and aims to establish a competitive remuneration structure to attract and retain top talent in the digital and technology sectors.
The scope includes conducting a detailed Compensation & Benefits Survey benchmarking PDA against leading multinational corporations, technology firms, banks, and public sector organizations operating in Pakistan. The consultant will develop grade-wise salary bands anchored at market percentiles, analyze compensation components including base salary, allowances, and variable pay, and recommend a benefits structure covering vehicle allowances, medical benefits, life insurance, and retirement plans. The work will be executed over a 10-week period with key deliverables including inception report, salary band development, and final compensation analysis.
Bidders must comply with mandatory eligibility criteria including valid SECP or Firm registration, active taxpayer status with FBR, no blacklisting, and proven experience with at least ten years in HR consultancy focused on compensation frameworks for technology and telecom sectors. The lead expert should hold recognized HR certifications such as SHRM and demonstrate relevant experience. The evaluation will be based on firm profile, financial strength, relevant experience, database capabilities, and qualifications of the lead expert.
Proposals must be submitted electronically via the e-PADS portal by the deadline of 19th March 2026 at 10:30 AM. Technical proposals will be opened online at 11:00 AM the same day. Financial proposals will be opened after technical evaluation of qualified bidders. The contract award will follow Least Cost Selection method.
