Quetta Electric Supply Company (QESCO) invites bids for the complete repair of 100 kVA damaged transformers under contract reference P140505 for the financial year 2026-27. This procurement is conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique. The scope includes reclamation and repair of 40 units of 100 kVA damaged distribution transformers lying at the QESCO Regional Store Quetta. Items being procured:
- Complete Repair of 100 kVA Damaged Transformers (Quantity: 40 units)
The transformers must be repaired as per the latest amended specifications DDS-84-2020 and WAPDA standards. The repair includes testing such as induced voltage, high voltage, vector group, dielectric strength of transformer oil, pressure with dry nitrogen gas, copper loss, and iron loss tests. Inspection will be conducted at the contractor's premises by a QESCO nominated inspection committee. The contractor is responsible for all inspection-related expenses if inspection is outside Quetta.
Eligibility requires PEC registration under category ME05, satisfactory past performance with DISCOs/NTDC, valid FBR registration with active taxpayer status, and prequalification under category M-I (item iv) by any DISCO. Bidders must submit bid security in the form of pay order, call deposit, bank guarantee, or demand draft. Bids must be submitted online via EPADS v2.0 by Tuesday, October 27, 2026, at 10:30 AM. Manual bids will not be accepted.
The delivery period for repaired transformers is 45 days from the date of lifting from the QESCO Regional Store Quetta. The contractor must lift allocated transformers within 7 days of allocation. The contract includes a 5% performance guarantee and liquidated damages for delays or performance failures. Technical and financial bids will be evaluated based on compliance and least cost.
Bidders are advised to carefully review the bidding documents available on EPADS and QESCO websites, ensure timely submission, and maintain all required documentation including purchase proofs and inspection reports. Registration on EPADS is mandatory for participation. This tender offers a valuable opportunity for qualified firms to engage with QESCO in transformer repair services in Quetta, Balochistan.
