Tender Description
The Pakistan Medical and Dental Council (PM&DC) Islamabad is procuring a complete turnkey solution for PVC card printing at its head office in Mauve Area, Sector G-10/4, Islamabad. This procurement includes the supply, installation, configuration, and commissioning of two high-quality PVC card printers along with 200,000 pre-printed PVC cards (both sides). The printers must be capable of producing over 200 dual-sided cards per hour and include all necessary accessories, consumables, drivers, and software. One printer will serve as a backup to ensure uninterrupted operation during maintenance or faults.
The scope covers the supply of standard size PVC cards (85.5 mm x 54 mm x 0.76 mm) with both sides laminated and security features such as holograms, QR codes, and magnetic stripes. The successful bidder will also provide on-site user and administrator training, three years of technical support and maintenance including spare parts warranty, and ensure availability of parts within 15 working days. The entire system will become the property of PM&DC after the three-year support period.
Eligible bidders must be registered with the Federal Board of Revenue (FBR) and on the Active Taxpayers List (ATL). They should have at least two contracts of similar nature executed in the last ten years and be OEM authorized dealers. The bid must include a bid security of Rs. 500,000 in the form of pay order, demand draft, or CDR. Bids must be submitted electronically via E-PADS by 10:30 am on 20th July 2026. Manual bids will not be accepted. A pre-bid meeting will be held on 9th July 2026 at 10:00 am at PM&DC Islamabad.
Bidders are advised to carefully prepare their technical and financial proposals, ensuring compliance with all specifications and submission requirements.
