Tender Description
The Purchase Department of Pakistan Institute of Medical Sciences (PIMS), Islamabad, invites bids for a Comprehensive Maintenance Contract (CMC) of ten (10) Neonate Ventilators model SLE-4000 installed at critical areas including NICU, PICU, and MCH. This contract covers a period of three years and aims to ensure continuous, safe, and reliable clinical operation of these ventilators through a single-point, end-to-end maintenance solution.
Items being procured:
- Comprehensive Maintenance Contract for 10 Neonate Ventilators (SLE-4000)
The scope includes corrective maintenance with a maximum turnaround time of 4 calendar days for repairs, provision of loaner ventilators if repairs exceed this time, and preventative maintenance with four scheduled visits per year. Maintenance tasks include internal cleaning, replacement of consumables, calibration of transducers, verification of alarms, electrical safety inspections, and firmware upgrades. The contractor must use only genuine or OEM equivalent spare parts sourced from authorized suppliers.
The contractor is required to maintain a dedicated inventory of critical spare parts within Pakistan and provide monthly updates to the hospital Biomedical Engineering Department. Performance standards mandate a minimum 95% operational uptime with penalties for delays in repair. Detailed reporting is required including breakdown job cards, preventative maintenance reports, calibration certificates, spare parts inventory status, and quarterly performance reports.
Eligibility criteria include technical personnel with manufacturer-recognized training certificates for SLE-4000 ventilators, minimum five years of relevant experience, ownership or access to diagnostic and calibration tools, a fully equipped biomedical workshop, and a spare parts inventory.
Bids must be submitted electronically via EPADS v2.0 by Tuesday, September 29, 2026, at 11:00 AM. Manual submissions will not be accepted. Bid security and performance guarantees are required as per bidding documents. The contract will be awarded based on Least Cost Based Selection (LCBS) following a single-stage two-envelope procedure. The contract will be governed by the laws of Pakistan and includes provisions for penalties, liquidated damages, and dispute resolution through arbitration.
