Tender Description
Pakistan Airports Authority (PAA) Karachi is offering a business opportunity for the concession of a Cafeteria and General Provision Store located at Terminal-I, Jinnah International Airport Karachi. This concession space measures 1,586.2 sqft on Level-VI, AFU (Import) area. The concession will be awarded for a period of five years with a 10% annual enhancement on a cumulative basis during subsequent years. The reserve price is set at Rs. 90,200 per month, and only bids higher than this reserve price will be entertained.

The technical scope involves operating and managing the cafeteria and provision store within the specified airport terminal premises. The concessionaire will be responsible for all operational aspects including staffing, inventory, and compliance with airport regulations. The site is located in a high-traffic international airport environment, requiring adherence to security and quality standards.
Eligibility criteria require registered companies, firms, joint ventures, or sole proprietors with relevant experience, good reputation, and sound financial background. Technical evaluation carries 80% weightage. Bidders must provide a written request with CNIC and NTN certificates and pay a non-refundable fee of Rs. 5,000 for tender documents. Advance Income Tax will be deducted as per Section 236-A of the Income Tax Ordinance 2001. Defaulters of PAA dues are not eligible. Submission of fake documents or pay orders will lead to disqualification and blacklisting.
Tender documents must be submitted in two sealed envelopes marked Technical Offer and Financial Offer, placed together in one envelope. Submission is at the Main Conference Room (Room No.6035) Level-VI, Jinnah Terminal, JIAP Karachi by 30-07-2026 at 11:00 hrs. Technical bids will be opened at 11:30 hrs the same day.
A practical tip for bidders: Ensure all dues to PAA are cleared before financial bid opening to avoid disqualification. Also, submit complete and genuine documentation to avoid blacklisting. Early submission is advised as no tenders will be accepted after the deadline.
