Tender Description
This tender invites bids for the procurement, replacement, and up-gradation of conference room P.A systems installed at the main conference room IMS resource center and auditorium level-IV at Jinnah International Airport, Karachi. The Pakistan Airports Authority (PAA) requires comprehensive solutions including testing, installation, commissioning, and training services to ensure the upgraded systems meet operational standards and enhance communication capabilities within the facility. The scope covers supply and installation of advanced audio equipment tailored to the specific acoustic and spatial requirements of the conference and auditorium areas in Karachi.
Bidders must comply with technical specifications detailed in the bidding documents, which include a sixteen-page compliance sheet. The contract delivery period is within 120 days from the date of signing, encompassing all installation and commissioning activities. The procurement follows the PPRA Rule 36(b) method, requiring submission of both technical and financial bids in sealed envelopes alongside electronic submission via the PPRA EPADS portal. The evaluation will be based on least cost selection after meeting all mandatory technical criteria on a complete system basis.
Prospective bidders should ensure they hold valid NTN certificates and appear on the Active Taxpayer List (ATL) of FBR with 100% compliance for sales tax. The successful bidder must submit a performance bond equal to 10% of the total contract value within 15 days of contract award. Bidders are advised to carefully review all terms, including bid security requirements and submission procedures, to avoid disqualification.
The submission deadline is set for 19th February 2026, with bid opening scheduled on the same day at 1100 hours for technical bids and 1130 hours for financial bids at the Logistics Center (South), HQs Pakistan Airports Authority, JIAP Karachi. Physical bids must be delivered in sealed envelopes to the specified address, and electronic bids uploaded on the PPRA EPADS portal. Late or incomplete submissions will not be considered.
Pro-Tip: Ensure to attach the original bid security with the technical proposal and upload the bid security copy with the financial proposal on EPADS. Missing or insufficient bid security leads to immediate rejection. Also, verify the authenticity of all financial instruments to avoid blacklisting.
