Tender Description
The Islamabad Electric Supply Company (IESCO) invites sealed bids through EPADS v2.0 for the construction of a 132 KV transmission line spanning 17.7 kilometers from Faqirabad to PAC Kamra and Sanjwal, included in the multi-year tariff. This project involves comprehensive civil works including construction of tower foundations, RCC pile foundations of tubular poles, erection and welding of towers and poles, stringing of conductors with all allied accessories, and transportation of materials from New Wah Store. The scope also covers dismantling of existing towers and conductors with return to store, and implementation of environmental and social mitigation measures as per the EMMP. Items being procured:
- RCC pile cast in situ for poles (1200mm and 1600mm diameter)
- Carriage of materials including earth, sand, stone aggregate, steel girders, timber, and fuel wood
- Supplying and fabrication of mild steel reinforcement
- RCC work in roof slab, beams, columns, pile caps
- Fixing of foundation bolts
- Tower foundations of various types (ZM1, ZM30, ZM60, EA)
- Erection of suspension, medium angle, heavy angle/deadend towers and poles
- Stringing and sagging of conductors and galvanized steel wire
- Dismantling of TBA & TM-60 towers and lynx conductors
- Environmental monitoring and mitigation including water, air, noise, and wastewater quality
- Site restoration
The technical scope requires adherence to detailed specifications including use of approved materials, proper installation techniques, and compliance with environmental management plans. Bidders must be registered with PEC for 2026-27 with Category C-5 and specialization codes CE-02, CE-10 & EE-05, and must be registered with the relevant tax authorities. Experience requirements include at least 10 years in construction of 132 KV or higher voltage transmission lines, with successful completion of at least two contracts of similar nature within the last 10 years. Financial criteria include minimum average annual turnover of Rs. 64.5 million and net worth of Rs. 43 million. Bid security in the form of Call Deposit, Bank Guarantee, or Demand Draft is mandatory. The bidding process follows Least Cost Based Selection (LCBS) technique under Single Stage One Envelope method. Bids must be submitted electronically via EPADS v2.0 by 15th September 2026 at 11:10 AM, with bid opening on the same day at 11:40 AM. Manual bids will not be accepted. The contract duration is 210 days from signing. Performance guarantee of 5% of contract price is required.
