Tender Description
This tender invites bids for the construction and completion of civil works, erection, stringing, testing, and commissioning of a 220kV double circuit transmission line spanning approximately 66 kilometers from Mohmand Dam Hydropower Project (HPP) to the existing 220kV Nowshera Industrial Grid Station in Lahore, Punjab. Issued by the National Grid Company (NGC) of Pakistan Limited, this project falls under the categories of construction and power electrical equipment, reflecting the comprehensive scope involving civil foundations, tower erection, conductor stringing, and associated electrical installations.
The scope includes detailed surveying, sub-soil investigations, construction of reinforced concrete foundations including pile foundations in varied soil and river crossing conditions, erection of steel towers of multiple types, and stringing of ACSR conductors and Optical Ground Wire (OPGW). The project demands specialized equipment such as twin bundle tension stringing gear and adherence to stringent technical specifications. The site location in Lahore presents typical engineering challenges including terrain variability and river crossings requiring piling under flowing water conditions.
Bidders must be licensed by the Pakistan Engineering Council (PEC) in category C-4 or higher and be on the Active Taxpayers List of the Federal Board of Revenue. The tender requires compliance with PEC's Single Stage-Two Envelope bidding procedure and submission of a bid security of not less than PKR 51.44 million. The contract duration is 365 days from the notice to commence, with liquidated damages applicable for delays. The contractor must also comply with environmental and social safeguards including tree plantation and regular environmental monitoring.
Submission deadline is on the 10th of March, 2026 at 11:00 AM, with technical bids to be submitted electronically via e-PADS and original bid security to be delivered physically to the Chief Engineer (MP&M) NGC office at 8th Floor, Shaheen Complex, Egerton Road, Lahore. Technical bids will be opened at 11:30 AM on the same day in the presence of bidders' representatives.
Pro-Tip: Ensure timely submission of original bid security in the prescribed format before the deadline, as bids without compliant bid security will be rejected. Also, carefully review the detailed foundation drawings and PEC licensing requirements to avoid disqualification. Familiarity with the Single Stage-Two Envelope procedure and adherence to all documentary requirements including affidavits and beneficial ownership declarations is critical for success.
