Tender Description
The Village Electrification division of Islamabad Electric Supply Company (IESCO) is procuring construction works for a 2x2 duct line with manholes for external electrification at Plot No. 56-N Mall of Islamabad (Park Tower) Blue Area, along with provision of electricity connections to Benevolent and Group Insurance Funds at Plot No. 58 Sector F-7, G-8 Blue Area Islamabad. This project falls under the jurisdiction of the Construction Division IESCO Islamabad and is planned for the financial year 2026-27.
The technical scope includes excavation in very hard soil and shingle gravel formations, laying RCC cement concrete reinforced pipelines of 150 mm internal diameter, cement concrete works in various mixes, brickwork, cement plastering, dismantling of existing concrete and road materials, erection and removal of centering for RCC works, reinforced cement concrete work using coarse sand, supplying and fabricating intermediate grade deformed reinforcement bars, supply and installation of PVC class-B pipelines, and horizontal boring as approved by IESCO Head Office. The total estimated cost is **PKR 12,121,474**.
Eligible bidders must be registered engineering firms or companies with Pakistan Engineering Council (PEC) under specialized codes EE-04, EE-05, CE-10, prequalified from Chief Engineer NTDC Lahore, and registered with FBR and Punjab Revenue Authority with active status. Firms must provide a fresh bank statement showing balance up to 25% of the BOQ cost, income tax returns for FY 2024-25, and demonstrate successful completion of similar works in DISCOs or government/semi-government/autonomous bodies. Joint ventures are allowed with specific conditions including joint bank accounts and registration on EPADS.
The bid submission deadline is **Monday, July 6, 2026 at 09:30 AM** through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. Manual submissions are not accepted. Bidders must submit bid security in the form of pay order or call deposit and comply with all eligibility criteria. The technical and financial bids will be evaluated using Least Cost Based Selection (LCBS) technique.
