Construction of 4x4 Duct Line for Shifting of HT/LT Lines from UBL Bank to Under Pass Part-C

The Islamabad Electric Supply Company (IESCO) through its Village Electrification division in Islamabad Capital Territory is procuring construction services for a 4x4 duct line project. This project involves shifting HT/LT lines from UBL Bank to Under Pass (Part-C) under the jurisdiction of Construction Division IESCO Islamabad. The scope includes construction of duct lines with manholes, transformer plinths, HT/LT path crossing, and laying of HT/LT cables as per WAPDA/IESCO standard specifications. The technical scope covers supply and laying of materials such as shingle and gravel formation, sand, burnt bricks, LT and HT cables, AC pipes with rubber joints, RCC pipelines, cement concrete in various grades, brickwork, cement plaster, centering for RCC, reinforced cement concrete, steel reinforcement, and angles. The total estimated cost is approximately PKR 17.25 million. Eligible bidders must be registered engineering firms with Pakistan Engineering Council (PEC) codes EE-04, EE-05, CE-10, prequalified by NTDC Lahore, and registered with FBR and Punjab Revenue Authority with active status. Firms must provide a fresh bank statement showing balance up to 25% of BOQ cost and income tax returns for FY 2024-25. Experience in similar works with DISCOs or government/semi-government/autonomous bodies is required. Joint ventures are allowed with specific conditions including joint bank accounts and registration on EPADS. The bid submission deadline is Monday, June 22, 2026, at 09:30 AM via EPADS v2.0 only. Manual submissions will not be entertained. Bidders must submit bid security as per instructions and comply with all eligibility criteria. The technical and financial bids will be evaluated using Least Cost Based Selection (LCBS) technique. The contract performance guarantee is 10% of the contract price.
