Tender Description
The Capital Development Authority (CDA), Special Project Division-I, invites sealed bids from eligible and reputable firms for the construction of additional facilities in the National Police Academy, Sector H-11, Islamabad. The specific scope of work includes the construction of obstacles and tracks at the School of Tactics cum National Police University. This project is planned for the financial year 2026-27 and is fully funded by the CDA for the stated purpose.

The technical scope covers civil works related to the development of training infrastructure, including specialized obstacle courses and tactical tracks designed for police training and academic purposes. All interested bidders must be registered with the Pakistan Engineering Council and possess a valid registration certificate. The procurement will be conducted using the Single Stage Two Envelope procedure, adopting the Least Cost Based Selection (LCBS) technique as per PPRA rules. Bidders must submit a bid security of Rs. 1,374,048/- in the form of Pay Order, Call at Deposit, or as specified in the bidding documents. Only e-bids submitted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 will be accepted. Manual submissions will not be entertained.
The deadline for submission of e-bids is 25 August 2026 at 12:00 PM. Bidders are advised to register themselves on EPADS v2.0 well in advance to avoid last-minute technical issues. All relevant documents, terms, and conditions are available on the EPADS portal. A practical tip: ensure your bid security is prepared exactly as per the bidding document requirements and uploaded with your e-bid to avoid disqualification at the technical evaluation stage.
