Tender Description
The Pakistan Airports Authority (PAA) through its Planning and Development Directorate invites electronic bids from eligible bidders registered with Pakistan Engineering Council (PEC) for the procurement of the construction of an Aviation Complex at Blue Area, Islamabad. This project requires a local contractor with valid PEC registration in Category C-A and specialization codes CE-02, CE-09, CE-10, BC-03, ME-01, ME-02, EE-02, EE-03, EE-04. Joint ventures or consortiums with local contractors holding valid PEC registration in Category C-A are also eligible to participate.
Items being procured:
- Construction of Aviation Complex at Blue Area, Islamabad
The procurement will follow the Single Stage-Two Envelope procedure adopting the Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004. Bidders must submit a bid security of PKR 350,000,000 in the form of a Bank Guarantee favoring Pakistan Airports Authority. The bid security and original technical bid must be submitted physically before the deadline. Financial bids shall only be uploaded electronically via EPADS v2.0.
Bids must be submitted through EPADS v2.0 on or before Thursday, October 08, 2026, 11:00 AM. Proposals will be opened the same day at 11:30 AM. Manual submission of bids will not be entertained. A pre-bid meeting is scheduled for 14th September 2026 at 11:30 AM at the Islamabad International Airport Main Conference Room PD Office.
Eligible bidders should ensure valid PEC registration and compliance with all bidding instructions. For assistance with EPADS registration, bidders may visit the provided tutorial link. The grievance redressal committee is notified for this procurement, and further details are available on the PPRA website and EPADS portal.
A practical tip for bidders: Ensure your bid security is prepared as a Bank Guarantee and submitted physically along with the technical bid before the deadline, as financial bids will only be accepted electronically. Missing the physical submission of bid security or technical bid may lead to disqualification.
